RAM prices are climbing sharply, and the resulting shortage has prompted Google to publish new requirements for Android app developers. From 2027, apps distributed through Google Play must operate within strict memory thresholds, a measure intended to protect the overall user experience from applications that consume excess memory and cause system-wide slowdowns.

The aim is to stop a single misbehaving app from disrupting a device, monopolising RAM and degrading the entire smartphone experience. Google has explicitly pointed to the memory supply shortage as one of the reasons behind the new policy, with memory now a scarce and costly resource amid rising AI demand.

These are firm rules rather than recommendations. Google has warned that apps failing to comply will be slowed down and may be terminated. The timeframe for compliance also appears comparatively tight when set against many earlier updates.

Rather than restricting innovation, the requirements set out what responsible development should involve: efficient memory use, faster launches and smoother multitasking. Once these practices are embedded in the codebase, they may remain in place for years, meaning phones might no longer slow down with every operating system update.

Who Faces the Challenge Now

For everyday Android users, the shift could bring clear benefits. Software could run better on today’s lower-end phones and computers, and the life of older hardware might be extended by slowing the steady rise in system requirements for upgraded software. Anything that runs well on modest hardware generally performs faster and more smoothly on higher-specification devices.

Operating system and application developers have grown used to prioritising showy, resource-heavy features that showcase the high-margin devices manufacturers most want to sell, typically fitted with plenty of memory, storage and powerful processors. The component supply crunch and rising prices have suddenly made low-end configurations of phones and computers essential to sustaining sales in those contracting categories.

The squeeze extends to almost anything produced in a semiconductor fabrication plant, though its effects are most visible in memory supplies and prices. Fab resources have been, or are expected to be, redirected towards whatever proves most profitable. At present that means anything central to AI, particularly data centres. Memory producers and packagers can earn considerably more from high-bandwidth memory and SRAM for advanced processing than from the DDR memory used in consumer devices.

RAM Shortages Affect Windows Too

There is greater incentive for developers to optimise operating systems and application performance for lower memory and lower-power hardware. Even if the memory shortage eases in 2027, which appears unlikely, the benefits of making smartphones less sluggish should continue for some time.

Windows is affected as well. The paper minimum requirement stands at 4GB of RAM, while 8GB has long struggled to deliver decent performance. In March 2026, Microsoft announced changes concerning Windows 11.
