Xbox Cloud Gaming Adds Monthly Limits in November

Xbox Cloud Gaming is set to lose its unlimited access, with Microsoft introducing monthly caps based on subscription tier from November. The move brings a significant shift for streaming players, who until now have been able to play without hourly restrictions.

Under the new structure, cloud gaming hours will be limited according to each Xbox Game Pass plan. Ultimate subscribers will receive 15 hours per month, Premium members 10 hours, and Essential subscribers 5 hours. Microsoft attributed the decision to the rising cost of running its cloud gaming infrastructure, stating that moving to monthly limits allows it to keep offering the service while continuing to invest in reliability and performance. The company acknowledged that for some players the practical result would be a higher cost.

Who Will Be Affected

Microsoft said the limited hours would impact 4% of Xbox Game Pass subscribers. Players who reach their monthly allowance will have the option to purchase additional cloud gaming time, and that option will also be available to gamers without an Xbox Game Pass subscription. Pricing details for the extra playtime are due to be revealed in November, though the company confirmed that cloud gaming features will vary by market. It remains unclear whether this refers to regional pricing differences or to throttling that reduces stream quality.

The change does give Xbox One owners a route to play Xbox Series X and S titles without buying a new console. Console prices have risen sharply amid ongoing component shortages, with the first increase for the Xbox Series X and S arriving in May 2025.

A Series of Setbacks

A second price rise for the console followed last October, alongside a 50% increase for Xbox Game Pass the month after. Microsoft did reduce the cost of Game Pass subscriptions in April, but the decision to cut cloud gaming hours reflects continued efforts to control costs. This comes after the company laid off 1,600 employees in the Xbox division and closed four owned game studios in July.

Xbox Cloud Gaming was central to the This is an Xbox campaign in late 2024, which promoted the idea of playing on phones, tablets, laptops and smart TVs via the Xbox app and cloud streaming. The strategy aimed to drive Game Pass subscriptions while offsetting disappointing hardware sales for the Xbox Series consoles.

The absence of an official Xbox app on some platforms, a lack of universal controller options and an uneven playing experience contributed to the campaign’s struggles. It was cited as having offended some Xbox employees after Phil Spencer stepped down as head of the Xbox division in February. From November, the monthly caps of 15, 10 and 5 hours will apply across the Ultimate, Premium and Essential tiers.
